Health history and Console don't behave the same when it comes to Adding Procedures. Merged

In Health History you can have the procedure, date, and comments. In Console you can add the procedure, date, and an attachment. In Health History in the surgical history/procedure section you can't see the attachment that was added in console and you can't add an attachment. In console you can't see a comment that was added in Surgical History/procedures. It needs to be cohesive and behave the same in both areas. Continuity is key in an EHR.
