Default No Cosigner dropdown options per user

Some of our NPs are only required to submit Notes for cosignature 5-10% of the time, and it would be a nice addition to be able to set their No Cosignature option as the top or default option while still requiring a cosignature for others. It would reduce the risk of Notes being sent for cosignature that do not require it, and they could manually select a cosignature when they know they need to.
