Hard code for potential violent patient

Profile registration has a pop-up note that information can be entered and it shows each visit. If the person is temp registered (not through registration) it does not show. We have a need to show potential violent patients that carries from visit to visit, no matter how they are registered, just like MRDO does. This is for staff safety.
