Block users from accessing their own medical record

As a secure measure. I don't think staff should be able to access their own record. Even if there is a policy that forbids we should have a way to reinforcement it.

    Another possibilities: block family members also. There needs to be appropriate 'Break the Glass' settings. There should be warnings that 'If you proceed, this will be sent to a report' with 'Continue' and 'Go Back' buttons. Most facilities are in small communities, so you do end up caring for family members. But there should be more built in to prevent unnecessary access.
