Allow individual facilities to change/edit/update O2 delivery method drop down menu instead of it being hardcoded

While most facilities share O2 delivery methods, it would be beneficial for each facility to be able to make changes to the options to better suit their needs. For example, we attempted to add "airvo" and "BiPap" to our drop down menu - unable to do so - told it was a hardcoded item and could not be changed.
