Need increased security access to meet the needs of Mental Health

We need the ability to lock down individual segments of clinical history. We operate a mental health facility. There are times when it is appropriate for certain staff to be able to review order chronology for example, but should not have access to read MR or Documentation. I would also like to see a pop up message that can be applied to certain Notes document types to alert the user that they are entering a confidential document. This should also be easily audited.
