Scanned Image EFM - Users that do not have access do not need to see image descriptions in the list of scanned documents

It would be really nice for users to only be able to see image descriptions for those items that they have permission to view. Our admissions staff get frustrated with all the images that are in there when they are just looking for 5 different image titles. It would be nice for them to open and see the documents they need instead of sorting and having to scroll to find them.
