Remove blank documents in medical records

Remove blank documents in medical records. Even though these drop off over time. It is still a part of the MR making them legal documents. Also, this excess volume creates more frustration when searching MR for information.

    Added in 21.06.00 - POC reports will now display in Clinical History only if there is documentation in the report. Blank reports will no longer appear in Clinical History.

    Yes, so frustrating to have to weed through all of the nursing forms that auto generate but are not used on a chart.
