Hide electronic forms

We need the ability to hide forms from general use when applicable. On TUX we are able to select what department can see certain electronic forms, now everyone can see everything regardless if its meant for them or not. They can see forms we are testing, not yet approved for roll out, ones we have taken the department and subcategory's out. If they type a keyword, they can pull forms for another area and chart on them. This needs to function like the older version did, where we can hide forms when not ready to use or if we need to, temporarily put them to under construction so they do not use them, and hide them until ready for public use.
