Future Nursing Orders > Available under "ALL"

Currently providers are not able to see nursing orders when the dept is set to ALL (defaults here) for FUTURE orders. They have to manually change the dropdown to "nursing" for items to appear. This is not consistent with how normal OE works. Would like them to display under ALL (as it insinuates... all).
