Calendar in Notes needs a behavior control

We discovered today that a note creator can change the date/time to indicate a note draft was opened days/weeks before it actually was. If a user changes the date/time, it should be indicated as late entry and the date/time of the true date. This should also have a behavior control so that each facility can decide if they want users to have this ability.
