new physician option to edit/build order sets

With the new security for providers to edit order sets, it also allows them to build new order sets, which we don't want as all new ordersets go thru committees for safety (pharmacy, lab, rad, nursing). Can you please separate out the security so that there is option for Edit order set only please?
