Need Notes application to be able to "Copy Forward" no matter if someone has changed the "Admit Time" prior to physician documenting.

Currently, if someone changes "admit time" in chart, it will not allow the "Copy Forward" option. This is confusing to physicians. They don't understand why this changes what their options are for their documenting.

    The Copy Forward feature was enhanced to all users with the appropriate Behavior Control to allow or use the copy forward on any valid signed note, regardless of the admission dates associated to the patient visit. This was shipped with the Notes 2.8.0 update.
