Increased department security

I have found that clinical staff have too much access. A nurse only has access to their department once on the hospital base menu. However, if accessing through charts they are able to see all nursing departments and able to open departments that are not on their list of departments.

I think this needs to change. Once accessing in charts the employee should still have only access to clients in their department.
