Security to prevent DELETIONS from the provider table

We need security to allow staff to update information in the physician table, but NOT delete the entry. We have had accidental deletions from the table and this causes many problems internally and externally because of interfaces downstream

MSP Questionaire - Clinic

Need to have clinics be able to be prompted to complete the MSP questionaire. As the system currently is, clinic registration does not go into Patient Functions and now we have to force them to make extra clicks to get the MSP completed.
