Duplicate order alert in lab - only available on Thrive UX and not in web client right now.

When we order a CMP and ALT for example we need to have a duplicate alert. Right now this only works when lab enters the orders but not on the web client side when the nurses/providers enter the orders. This needs to be the same across the board.
