SDOH - Social Determinants of Health Dashboard needs to work on all patients, not just inpatients

The Social Determinants of Health dashboard in Thrive currently only catches the patients who had SDOH questions done/not done in an inpatient setting as that is the regulatory requirement. We need to see the patients who had SDOH questions done/not done in other settings, too, especially in the clinic. We should be able to filter out the different service codes and filter it down to work in other areas. This would be much more useful if we could use it everywhere and not just for inpatients.
