Add Notes Subsections for Different Departments

Add navigation sub-sections to the left-side menu for Notes, tied to departments or possibly particular Note Types.

Our users want more intuitive access to department-specific lists of notes.

I've included a mock-up of the navigation menu with some subsections for different groups inserted.
