Restrict users from sending secure text to any phone number

Currently, the user can send a secure text to any cell phone by entering the phone number. The user can make a typo and accidentally send patient information to an incorrect recipient. There should be a way to restrict clinical staff from sending secure text to only approved provider numbers and to patient or relative phone numbers listed in the patient's census screen.
